Telangana Bill Goes To Parliament Winter Session?

The process of the State bifurcation that was going at full speed seems to have slowed down with the dilemma over Hyderabad. 

GoM met Thursday could not take any decision. It could be because of the absence of Gulam Nabi Azad and Chidambaram.  Home Minister Shushil Kumar Shinde announced that the GoM is going to meet next week again and Chidambaram will be present at that time.

For the question whether the GoM makes its report final by 27th, will it be presented to the Cabinet on 28th there is no answer from the Home Ministry.  If the GoM misses 28th then next Cabinet meet will be on 5th December.  The Parliament is going to meet on the same day.  The question came whether the report of GoM will be placed on 5th, the answer came that Cabinet also can meet between those two days.

The chances for the speculations that Telangana Bill may not be placed in the Parliament rose when for the question if the final report of GoM gets delayed on Thursday will it not be difficult to get the Bill passed in this session, the A.K.Antony said let it be, no problem.

So far it has been told that the report of GoM and draft Bill will go to the Cabinet simultaneously.  But now it is told that the GoM’s report will go first and then a draft Bill will be made.  All this shows that it may not be possible to introduce the Bill in the Parliament Winter Sessions.

Union Minister Jairam Ramesh who has been taking active part in preparing the GoM report avoiding the media said “Govinda Govinda”. When he was asked a specific question whether the GoM report will go to the Cabinet without approval, he said that only Home Minister can answer for the question.

The answers given and answers avoided give room for the speculation that the approval of final report may not be because of the absence of two Members but it should be something deeper than it.  The proposal of Jairam Ramesh might have legal complications as others might have expressed. Instead of making Hyderabad a Union Territory, the proposal is for Union Council but it left many doubts unanswered. Instead of going in to it further they must have postponed finalizing the report after discussing with other Members of the GoM.

There can be some more changes in the report made by GoM keeping in view the demands from both the regions. But all these things are delaying the GoM’s final report and reducing the chances of presenting the Bill in the winter session of the Parliament.
