The process at this stage for the Government if it wants to go ahead with the bifurcation plan is like this:
After Anotony Committee's report the Cabinet Note has to be prepared. The Home Minister Susheel Kumar Shinde then will place the draft for the approval of Prime Minister and AICC President Sonia Gandhi for their political clearance. After the draft is finalized it will go for the legal scrutiny by Law Ministry. Then it will go to Cabinet which will set up a GoM to reckon the issues related to the bifurcation of the State. After that a resolution will be passed by the Cabinet which will be sent to AP Assembly for its approval. After passing all these stages then the formation of the new state carved out from the State of Andhra Pradesh will take shape with the process of division after its final approval by the Central Government.
The long process is now at the stage of Antony Committee which was formed to take note of the objections from both regions of the State. After hearing arguments from both sides, Antony seems to have got more confused or does not like to be in a vulnerable position to get all the blame. The Home Minister is waiting for the recommendations of the Antony Committee which is not going to get finalized in the near future as reliable sources reveal.
Ironically the resolution passed by CWC on July 30th was Government “to take steps in accordance with the Constitution to form a separate State of Telangana within a definite time frame”.
