The main objection for the bifurcation of the State coming from the Seemandhra leaders is the revenue it loses from Hyderabad. The revenue of the State of AP for the year ending 2012-13 is Rs.70548 crores break up of which is Rs.34101 crores from Hyderabad, Rs.21539 crores from Seemandhra and Rs.13507 from Telangana region.
The matter that worries Seemandhra leaders is how to meet the budget of the State if it is deprived of the share from the revenues from Hyderabad. The Government of residual AP may not be left with the money to pay salaries to the employees even.
Some of the Telangana Congress leaders in this regard supported the concerns of the Seemandhra leaders. They agree that the sharing of revenues should be worked out to apply for the time during which Hyderabad will be a joint Capital.
GoM for Telangana is focusing on the issue based on the inputs received from the leaders of both the regions. The Government thinks that Hyderabad is the main hurdle in the process of bifurcation. If it is made Union Territory then both the regions will get a share of the revenues automatically and that is the reason why some of the leaders are asking to make it UT. But Telangana supporters are against it.
Some say that the sharing of the revenues from Hyderabad should be 50-50 and some say that it should be less to the residual AP like between 30 and 40 percent. It seems that the sharing of Hyderabad revenues is almost finalized by the GoM as it is necessary to move the bifurcation process further. Only thing left is its fixation of the percentage.
