
The deadlock in the Parliament over the issue of FDI in retail has ended but the decision pronounced by the Speaker Meira Kumar was not completely in favor of the UPA as it involved a debate after which a voting session would ensue according to Rule 184. This means that the final decision could be anything.
However, UPA is not worried about the voting as much as it should be, most possibly because it is quite confident that it has the required support from the parties externally and more importantly the Opposition and the Left parties have not enough support to hold back the motion.
UPA is not worried about their stand on FDI in retail with ample support in the Parliament. UPA has the full support of DMK now, as opposed to a partial support earlier. The stand of external support from Samajwadi Party and Bahujan Samaj Party is obscure at the moment.
The stand of Trinamool congress is also not very clear but it is expected to abstain if a vote take place. The UPA led by the congress has been facing troubles from the BJP and other Left parties which have completely prevented any parliament winter sessions since November 22 while stressing on a debate under the rule 184 which implied a voting. Sushma Sen has finally achieved what she wanted today.

All the 4 MPs who are associated with UPA independently have announced their support.
IUML (2). AIUDF, Kerala Congress, BPF, SDF,VCK, SWP, BVA all one MP each have formally offered to support UPA.
External support to UPA is not very clear but they are expected to support by abstaining. The outside support to UPA includes BSP (21), SP (22), RJD (4), and JDS (3).
However there are only 152 members constituting the NDA in Lok Sabha of which 115 MPs are from BJP, 20 from JDU, 11 SS, four SAD and two JMM who oppose the FDI in retail apart from the Left parties, the Trinamool Congress and a few others not more than 88 MPs. (CPM 16, CPI 4, Forward Block 2, RSP 2), TMC – 19, BJD – 14, ADMK – 9, TDP – 6, JVM – 2, Others - 14 comprising of two MPs from TRS and YSR Congress each and one MP each from AGP, MDMK, NPF and MIM apart from 5 independents.
