How many times you go to a Government office and find that officer is not at his/her desk!!! One gets irritated and have to pay bribe to the officers to get your work done. But this won't long forever in Uttar Pradesh.
UP Chief Minister Akhilesh Yadav has warned all the government officers if they were found absent during officer hours or taking long lunch break. He said the government would suspend officers who are taking the lunch breaks and working hours for granted.
Government job is like a dream for any qualified citizen. They get PF, allowances, on time payment of salary, health security and many more. They won't be removed that easily if found guilty and even if they are expelled, unlike Private employees, Unions are their to protect them. All the salary that is paid to them is people's money which is collected through tax and our officers take working hours for granted. We saw in real life and many movies, government officers taking long lunch breaks and do their personal works during officer hours. They delay their work and so it is the government that faces loss ultimately.
Initiatives like Akhilesh will start putting baby steps towards better governance. But this system was implemented in Andhra Pradesh by former chief minister Nara Chandrababu Naidu away back. All the government officials were forced to work for the pending work and even IAS officers were brought under this step. However, government officers voted against Babu for this reason. So a change in officers is also required. We should learn from US, Europe where Govt. employees work so well and so they have a progressive development.
