Telangana parliamentary secretaries appointments stayed

The high court of Hyderabad stayed the operation of Telangana government order of appointing Parliament secretaries.

No further appointments to the post should be made without the prior permission of the court, Chief Justice Kalyan Jyoti Sengupta and Justice P V Sanjay Kumar said in its interim order.
 
According to the petitions filed by Congress MP G Sukhender Reddy and TDP MLA A Revanth Reddy, it was understood that there was some creation of the post of parliamentary secretary through the enactment of Telangana Parliamentary Secretaries Act, 2015.

Government order is illegal !

So after the proper scrutiny, court said that the government order was patently illegal and cannot be allowed to be executed as the procedure for the appointment was not followed and therefore the court stayed the operation of appointment of fresh parliamentary secretaries.

The petitions further expressed that the objective behind creating that post is to grant a minister's rank on MLAs in indiscriminate manner.

Not illegal, act decides salaries of  parliamentary secretaries !:

The act is all about to decide the salaries of the parliamentary secretaries who will assist the ministers in the Assembly, advocate general K Ramakrishna Reddy said. He asked to grant the permission to rectify the defects in the Act and suspend the operation of interim order till reopening of the court in June.

However the court refused the request of AG, saying that “the balance of convenience is in favour of the petitioner and recovery is not that easy as said by the AG.” The court postponed the case to June, and directed the state government to file a counter affidavit related to the issue.
