Special status over, now local status

The Andhra employees, who are settled in Hyderabad and other parts of Telangana are now going to get a local status, if the Andhra Pradesh government request is accepted at the centre.  

After a rigorous fight for special status, the centre denied to give it, but got ready to offer huge special package. This was hesitatingly accepted by the AP government, whereas the opposition parties like YSRCP, is still struggling and fighting against the centre for the special status to AP.

Now putting a small pause to the special status, the AP government is all set to demand local status for the AP employees, settled in various parts of Telangana. However, the government is in a thought of seeking the local status only for the children of the government employees shifting from Telangana to Andhra Pradesh.

But a few of the legal experts say that the state government cannot confine its request to the centre, to give the local status only to the children of the government employees, but also to other employees working on contract or outsourcing basis or even any other citizen, the government has to seek local status for all people shifting to AP. This even includes the natives of Telangana state. 

Procedure to obtain the local status

As stated above, if the state government puts its request at the centre and the latter accepts it, it moves to the President for his consent. If he approves it, consulting the centre, the state government will frame the guidelines, stipulating a specific period of time, i.e., 4 years to 6 years, where an individual can enjoy the local status offered, after shifting his residence from Telangana to Andhra Pradesh.

After the President gives his assets, the state government decides the eligibility of the people for the local status and gives them based on the eligibilities and puts others aside.  

On the other side, the close sources of the general administration department say that, “Without amending the Presidential Order, there is a possibility of introducing an additional provision for providing the local status. This can be considered as a special case, as AP has fallen into deep crisis after the bifurcation of the Telugu states.”

It is to be seen, how far this local status issue gets viral in the coming days, if at all it does not gets approval from the centre or the President.
